Textbooks have become a prohibitive cost for students.
According the the US Government Accounting office, in 2003-04 students spent an average
of $900 per year on textbooks -- about half the average cost of tuition at 2-year colleges
nationwide and 150 percent of the cost of California community college enrollment fees.
And prices have continued to rise. As part of the System Strategic Plan implementation
the Chancellor’s Office convened a series of Textbook Summits to investigate the reasons
for escalating textbook costs and to promote solutions that are feasible for CA community colleges.
Summit participants developed a series of recommendations for improving affordability that were
adopted by the Board of Governors in May of 2008. The Chancellor wrote to college presidents
informing them of the recommendations and asking for their support in addressing rising textbook costs.
